Elsea Park
Community Trust
The Trust is a resident led, not-for-profit organisation, which was established under a Section 106 (S.106) Planning Agreement. The obligations of The Trust are to manage, maintain and enhance the vast public open space and community facilities within Elsea Park. The overarching objective of The Trust is to ensure that Elsea Park is a good place to live through the delivery of our Mission and Vision, and upholding our Values.
What is The Trust responsible for?
The Community Centre and several of the public open spaces and play areas that lay within the developed area of Elsea Park have already been legally transferred to The Trust. In time, all public open spaces will be similarly transferred such that The Trust will eventually own, control and manage all the public open spaces, ponds, drainage structures and buildings thereon.

- The Centre @ Elsea Park
- Linear Park (the grassed area running between The Centre and the A15)
- Cooke's Field (adjacent to The Centre)
- Arena Pond and parts of Arena Park
- Elsea Meadows and the habitat and wildlife ponds within the meadows
- The Setts Green Conservation Area
- Many of the grass verges within the development, the verge along the western edge of the A15, and the verges between the Sugar Mill Roundabout and The Gables Roundabout on either side of Raymond Mays Way
- Eight fully equipped play areas (with more to come)
- The Artificial Grass Pitch (AGP)
To improve the appearance of the development, and as an interim measure, The Trust maintains some of the areas that have not yet been handed over, the cost of this maintenance being “billed back” to the developer. There are, however, some areas on Elsea Park that are not in a suitable condition to maintain under these interim arrangements.
The Trust employs a Trust Manager and a Finance and Administration Officer, supported by staff to run and maintain The Centre.
Our grounds team are busy with:
Taking care of our conservation areas
Routine inspections and maintenance of water courses and drainage structures located on land owned by The Trust
Managing water levels in the habitat ponds on Elsea Meadows, mitigating the flood risk whilst conserving aquatic habitat as much as possible
Inspecting and maintaining the nine equipped play areas
Routine grass cutting
Routine hedge maintenance
Routine grounds maintenance, weeding etc
Litter picking
Emptying bins on the development
Making repairs to damaged fencing / benches etc owned by The Trust
The Trust will only accept the legal transfer of areas that have been brought up to a suitable standard by the developer. Until that legal transfer takes place, the developer remains wholly responsible for such areas.
Section 106 and Articles of Association
The Section 106 Planning Agreement (usually referred to as the S106) sets out the conditions under which SKDC gave Allison Homes (who became Kier Homes and subsequently Tilia Homes) planning permission for the development of Elsea Park. The Articles of Association are the framework of rules under which The Trust operates.

- Issues with street lights
- Defects with roads or pavements
- Road drainage

Yearly Payment
In accordance with the Articles of Association the yearly payment is due in full on 1st April each year.
Currently £281.80 (index linked).
Direct Debit Sign Up

There is no requirement to sign up for DD if this was your payment method last year.
Direct Debits are collected on the 1st of every month or, if that date is a weekend or bank holiday, the immediate day after.
We do now offer two alternative payment dates which are 15th and 25th if you would prefer one of these alternative dates please email directdebits@elseapark.co.uk 14 days before the collection date. Please include your contact phone number in the email and one of our helpful team members will be in contact to confirm the revised date.

With 117 roads and counting, Elsea Park is expanding, offering even more opportunities for growth and development in our flourishing community.
Management of The Trust
The Trust is governed by a Board of Directors, the composition of which was specified in the planning agreement and the Articles of Association of The Trust (which form part of that agreement). The number of Directors varies from time to time but currently totals eleven, with all directors having one equal vote.
One Director is appointed by South Kesteven District Council, and another by Bourne Town Council. Representatives of the lead developer (Tilia Homes – previosuly Alison Homes/Kier Living) and the original landowners also serve on the board. The final appointee represents Bourne Elsea Park Primary Academy (and is usually the Chair of its Board of Governors).
The remaining Directors all live on Elsea Park and are either Owner Directors or Resident Directors. The positions of Chair and Vice Chair are always filled by Owner Directors, and there are currently six Owner Directors and one Resident Director. All Directors are unpaid volunteers who have responded to occasional trawls for new Board members, or made enquiries about becoming a Director. If you are a Trust Member who might be interested in becoming an Owner/Resident Director, please contact the Chairman. You don’t require any special skills or knowledge, just a desire to make a difference and contribute to our community.

Annual Extravaganza
Our Elsea Park Extravaganza (or Picnic in the Park) is an annual event held in the summer months at the Community Centre run by our volunteer Directors with the help of the Events Team for the residents of Elsea Park.
There are many activities ranging from rides for the little ones and a variety of other activities for all ages. Live bands can also be heard from the patio area. Inside you will find teas, coffees and delicious cakes being served. There may be a competition or two that you could enter, so watch this space!
This is a great chance for Elsea park residents to come together and enjoy an afternoon of fun and entertainment .

Minutes of Board Meetings
The Trust Board usually meets every month, and Minutes of those meetings held after January 2011 are available for download. Since November 2013, board reports have also been uploaded and minutes and reports are available to registered members in either a ziped file, combined pdf, or multiple pdf files.
The Board reserves the right to keep some of the matters that arise during meetings confidential, and in these instances, confidential information will be subject to redaction with redacted text being “blocked out”.
